Mr Phillips said officers “raced in a built-up area at 30 mph” on Mount Estate in the seaside town of Milford Haven in Pembrokeshire.

“It’s an area of 30 miles per hour with lots of kids.”

Mr. Phillips captured the incident through CCTV footage of his first-floor apartment just before 4:00 p.m.

He said the cars then stopped – and he went down the street to challenge the police to their behavior.

He said, “I went downstairs and said to the sergeant, ‘There is one law for you, one law for everyone else.’

“It simply came to our notice then. It should be investigated. “
